Detective Johnny Morgan finally tracks down the deranged serial killer that kidnapped and murdered his sister 20 years earlier but is disappointed when the fiend receives life imprisonment in an insane asylum instead of the death penalty. Visiting the prisoner intending to exact revenge, Johnny is instead trapped inside the institution when a power outage frees the inmates and seals off all escape routes.
